… replacing improperly reflective, soon-to-be-obsolete one-way street signs with brand new ones.

By the way, “institutionalized counter-productivity” has 13 syllables, twice the number permitted by ordinance. You can bet your sweet bippy that the city’s corporate attorney soon will be busy issuing a warrant.
